Why do the MPs keep blaming the system ?

UK MPs keep blaming their expenses system for the expenses debacle of May 2009, are they right ?  If yes, the Fees office should have been more strict by carefully scrutinising an expense put forward by an MP to determine whether it’s really work-related or not, if not disallow it else allow it. It couldn’t have been that difficult to make that judgement, could it ?
